The association is governed by a Board of Directors consisting of Owners and Trainers volunteering their time and elected by the membership every three years. • National Racing Compact Created to establish uniform requirements for the national licensing of participants in live, pari-mutuel horse racing to ensure that all participants who are licensed meet a uniform standard of honesty and integrity. • New Mexico Horsemen's Association An incorporated non-profit organization, the New Mexico Horsemen's Association was formed in 1966 for the purpose of promoting the welfare and health of licensed owners, trainers and grooms connected with horse racing in New Mexico.
